Water Mitigation and Repair

The City of Lewisburg Tennessee is seeking Bids for the water mitigation and repair of the Marshall County Youth Football Concessions/Locker Rooms/ Restrooms Building (1 unit) located at 768 Spring Place Rd., Lewisburg, TN 37091.

Bids will be received no later than 2:00 PM (CDST) on June 1, 2017. Late Bids will not be considered.

Bids should be submitted and signed by an authorized employee or agent of the submitting firm.

Bids to be opened on Thursday, June 8, 2017, at 2:00 PM CDT.

Sealed proposals will be received by the CITY OF LEWISBURG (ATTN: City Recorder Pam Davis), at their offices located at 131 East Church Street, Lewisburg, Tennessee  37091, on Thursday, June 8 ,2017 at 2:00 PM CDT and at that time opened and publicly read for construction of the following described project:       

     TAD Project No.: 59-555-0142-17


     Project Consists of: Install elastomeric coating on maintenance hangar roof and repair structure and replace metal roof on T-hangar.

Copies of the Specifications, Proposals, etc., may be reviewed at the following places:                       

             1.        Tennessee Aeronautics Division, 607 Hangar Lane, Building 4219, Nashville, Tennessee 37217.

             2.        Ellington Airport, 1877 Franklin Pike, Lewisburg, Tennessee 37091.

             3.        Richard C. Rinks & Associates, Inc.,  30 North Jefferson Avenue, Cookeville, Tennessee 38501.

In order to submit a qualified bid, Plans and Specifications for bidding purposes must be obtained from Richard C. Rinks & Associates, Inc., (RCR&A) 30 North Jefferson Avenue, Cookeville, Tennessee 38501.  Plans and Specifications will be sold to bidders prior to the mandatory pre-bid conference which is scheduled for Thursday, May 25, 2017 at the airport Terminal Building at 2:00 PM CDT, or Plans and Specifications may be ordered from RCR&A in advance of the prebid meeting by sending a check made to RCR&A for $50.00.

The cost per set of bid documents (Plans and Specifications) is Fifty Dollars ($50.00), which is non-refundable.  Checks will be made payable to: Richard C. Rinks & Associates, Inc.

All bidders must comply with all provisions in law relative to work covered by this invitation.  All bidders must be licensed contractors to perform the type construction herein described as required by Tennessee Code Annotated, Title 62, Chapter 6.  The Bidder’s Name, License Number, Classification and Expiration Date must be placed on the envelope containing the contractor’s bid.  Any Mechanical, Electrical, or Plumbing Contractor whose bid shall exceed $25,000.00 is required by the Licensing Act to be licensed with the State Board for Licensing Contractors.

Each proposal must be accompanied by a bidder’s bond on the form obtained in the Proposal from a surety company acceptable to the City of Lewisburg or a Cashier’s Check or Certified Check made payable to the City of Lewisburg, for not less than five percent (5%) of the total amount of the total amount of the bid.  A 100% Contract Bond will be required.   

Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract.

The State of Tennessee, in accordance with Title VI of the Civil Rights Act of 1964 (42 U.S.C. 2000d) and 49 CFR, Part 26, Non-Discrimination in Federally Assisted Programs of the Department of Transportation, hereby notifies all bidders that it will affirmatively ensure that disadvantaged business enterprises are afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award.  The City of Lewisburg has adopted the current State of Tennessee TDOT DBE plan and the goal for this region is for 6.91% DBE participation.

Important Notice to Bidders:  A pre-bid conference has been scheduled for Thursday, May 25, 2017, at 2:00 PM CDT, at the Airport Terminal Building, for the purpose of discussing the scope of the project and answering any questions.  Attendance at this conference by an appropriate contractor representative is mandatory in order to be eligible to submit a bid.


Any bid received after the scheduled closing time for receipt of bids will be returned to the bidder unopened.  Bids will be required to remain open for acceptance or rejection for Sixty (60) calendar days after the date of opening bids.  For further information, communicate with Richard C.
